Would it be possible to disable the fixed 'Cookie Settings' overlay button and instead include a link option to the cookie settings?

When a user accepts or rejects cookies, the 'Cookie Settings' overlay button remains visible. Would it be possible to disable this and instead include an HTML link to the cookie settings, for example in the footer?

You can do it right now. Go to admin to section Banner Elements and uncheck Show Cookie Badge. Then put something like this into footer.
