Provide the site user the ability to select individual cookies used by the site instead of just selecting the category of cookies the site is using.

What would be the use case?
GDPR for example determines that website needs to inform the users about the cookie usage categories (and their storage durations), listing specific cookies is not even required. The users agree (or disagree) to the types of usage of their data, not to specific cookies.
Also, making the user's choice hard (which it is if you make them choose from 20 different options rather than just 3 categories) is what is considered illegal in GDPR.
From a practical perspective – if you include a 3rd party solution to your website, for example, embed a Youtube video, the user can either disagree or agree to all Youtube/Google cookies. You can either enable or disable Youtube videos on your site for that user. You cannot load Youtube video with two of its cookies enabled, and three cookies disabled.
I've yet to see a website that offers visitors to block certain cookies.
