Make cookie banner display faster to avoid too many ignores

We noticed the cookie script banner only fires after window load (i.e. after all images & videos have been fully loaded). For very visual websites or slow internet, the banner shows too late. Add feature: "Display banner on DOM ready"

This feature is now implemented, an option to enable can be found in Banner behavior > Performance
