Ignore rate cookie banner trough API

We would like to use the cookie banner API to have daily the % of acceptance, rejected and ignore rates. This data we will use to re-calculate/estimate the 'real' visitors of the website in our external dashboard. In the current API only the accepted and rejected rates are shown.
