IAB TCF Framework: Add support for Publisher Restrictions to change the legal basis from "legitimate interst" to "consent"

Settings -> Frameworks -> Enable IAB TCF 2.2 -> Select Vendors allows filtering the vendor list but what is missing is support for overriding the legal basis from "legitimate interest" to "consent". This is a requirement for consent walls ("consent or pay").
