Add GTM events that always fire on consent change.

Currently, GTM events are only fired once per page, preventing immediate reaction to consent changes within the same session. There are two scenarios to consider:
1) If a visitor initially denies consent and then decides to accept it within the same session, there is currently no way to react to this change.
2) If a visitor denies consent, ends the session, and starts a new session where consent is accepted, there is no immediate ability to react to this change and set up pre-requirements.
To address this, it would be beneficial to add a GTM event that triggers whenever the user changes their consent. The decision of whether to consume this event can be left to the integrator.

CookieScript: Unfortunately, as stated on the help page, these events only fire once, according to the website: "GTM events are fired once per page, so you can use them to include third-party scripts without worrying about including them more than once."
